Shocking water Billing for May

WHEN i came back from home i got a shock of my life , i received an letter stating that i owe the rates for R2607.00, i only know that i did half payment in April because i wasnt available & now R1488 for may ????? , fistly i am not at home all the time , i hardly spend time at home but to my suprise i used too much water in may , how do i pay for something like that if i am hardly at home & i know that my bill is always 400 or 300 never paid more that a 1500 because i am the only one who uses water and when you call the call centre they put you on hold & put you from one place to another forgeting you are cellfone, i was even charged for cutting the electricity line and i was never advised about that , so when we call them , they are *********** but when they cut the electricity , they dont even wait a second ?????? what is going on with the municipality ?????? i went outside to check my meter reading and it was blank , i know that the person who did the meter reading did an estimates and my question is that how did he manage to see because my meter box outside it is blank i even took a photo, they must come and open the meter so that i can see before paying,this is ***** ,
