Service delivery

I grew up in a township, Wattville, Benoni, that small town was very clean, up until 1994, it becomes just like any township , dirty , 90% of people/residence don't pay their Bill's, nothing happened, it's like normal, but the services still continue, These nowadays when I go visit my granny's place, it is so busy, street lined are kept up to date, street grass has been cut, there are people working to make the township clean, at the end of the day, few household pay the municipality, and the irony of things, was when I got married and move to Crystalpark, Benoni,, I've never seen a suburb so dirty, so unattended, with so many potholes, and yet when you skip/dont pay your municipality, they switch off your prepaid, you'll never buy your electricity voucher anywhere, up until you settle your municipality, The irony here is; Townships don't pay Bill's and yet they get serviced with everything Surburbs get penalised for not paying their Bill's, but their leaving conditions are deteriorating , no service at all,

Look at Parks and Recreations department, what really are they doing,? The street trees are growing and falling , scratching our cars , they are not attended too anyway, they plant them, but lazy to maintain them, cut them each an every season, Parks and Recreation must start working and trim these trees, ******* will be sleeping on them.
