Sent away because staff need to take lunch

The municipality in umhlanga has sent Me and two elderly people away because they are going to close for lunch in 10 minutes. They made Me wait to get a parking. Then when I get to the door they said they are going to close for lunch. Can't they rotate their staff so they stay open? Do they need to send everyone together? These people are a disgrace. Shame on them for not being smart about their lunches and not helping elderly people.
