ripped of on house sale gone wrong

In 2008 I bought a house at Windmill Park Boksberg ,to my surprise I discovered that the house was sharing the same meter for electricity and water(combined complex).I decided to approach the municipality regarding this issue,they have made a joke out of me since then.Yes I admit I could have check first all these logistic before I purchased but I think the estate agent was calculative and only found out after 2 months. I have been trying to solve this problem with my neighbor for as long as I remember.The next next thing we are showered by huge bills that I cant even afford to pay and electricity is cut every month.Worse is that they installed the electric prepaid to my neighbor so I have to give my neighbor the money to buy electricity because remember we have one meter and we were not informed about this.The only thing I am requesting is to separate these meters(electricity and water) . The Bill is too high that they have sent and its not my fault I have been requesting the municipality interference for ever and refereed us to their lawyers.
