REFUND AFTER HOUSE SALE

I sold my house in November 2021. Was told I couldn't query my refund until February 2022. I have been back and forth to the council offices at least once a week to follow up. I have now gotten to the point where a Payment Voucher has been issued but still not payment has been made to the Attorney. I have emailed the Ward Councilor, Mayor and many other people but to no avail. It is a substantial amount of money which I need to pay University fees. We were quick to pay the money over but now we are battling to get back what is rightfully ours. This is disgusting services.
