power turned off for the second time

Our power has now been cut off for the second time because another house in the neighbourhood rhood didn't pay. When we call the call centre emergency number to complain the lady has no idea where our suburb even is first of all and secondly they can't tell us when they will come and put it back on. We have now been without power for 15 hours and all of our food is spoiling in the deep freeze.
