power problem

Good Morning we have been reporting a problem with the power that if the wind blows the power goes on and of been reported know 3 times and nothing is being done . there is a water leak as the old age home and its been a month and also nothing is being done why do we have to pay for this people to sit and do nothing and we must just cough up and pay
