Poorest service dekivery

For the past 4 days, we have been without electricity and funny enough, some house in the same street as me have electricity. I have never had such bad service delivery, can this be escalated to the highest person in charge. I stay in Mapleton Ext 10,Boksburg. I work from home but for the past 4 days I have been unable to do my work and to top it off I have 2 small babies who have to suffer because of people who fail to deliver on their promise to the same community who voted them into power
