Poor service (electricity)

I bought electricity on the 27th of June for R500,and the units were 65.9kw when I called their client care number,i was told that their system picks it up as if i am abusing electricity because I bought more than 3 times. How am I abusing electricity because its winter and we have to buy a lot of electricity,why was this not communicated with us consumers that we must not buy electricity for more than 3 times. To my suprise i have been buying electricity like this but never experienced this poor service. We work very hard for our money.??
