Poor Service delivery

My electricity was cut off cause my water bill was R34000:00 and was paying R1000 a month ,i went to make arrangement and was told to pay R10 000:00 and the lady helped me told me it will be reconnected within 48hours , but even today since i paid on the 24/10/2015 it has'nt been connected . The worst part is when you call their customer service number it just rang no answers it . Your help will be highly appriciated , thank you.
