Poor service

Poor service, I've been struggling for over a year with Ekurhuleni to remove the old owners details because we purchased the house in August 2019, we are still receiving letters of tax and rates for the old owner. I don't even know where to get hold of previous owner, the amount is earning interest which I am definitely not liable to pay, because I am paying mine. I don't understand how can one house have two owners
