Poor drainage and blockage of sewer

I am writing the email regarding the sewer that is bursting in my yard due other outflow from other houses. The waste was all over my yard. It has been happening since 2012. I have logged calls to Municipality. When the sewer is blocked at night, we cannot even use toilet as the Municipal officials are not working at night. This is totally unacceptable. The other problem is poor drainage system that is affecting floods in our yards. The same problem is the water that is coming from other houses due poor drainage on the streets
