Pointsmen at Traffic lights when there is no power!!

No power in Freeway Park/Sunward Park this morning, and the traffic lights are not working. Took 86 minutes to travel 12 km. Not a metro officer in sight to control major intersections. Why do we bother paying taxes for these services and the wasted fuel! Please place pointsmen at busy intersections when there are power outages to assist with traffic flow, and control the unruly taxi drivers!!
