Outstanding rates for under construction house

<p>Good day I purchased a bond house brand new last year, in November last year the house was registered under my name. in March and April 2018 i received a notification that i owe rates, the house is still under construction and i have not yet moved in or given a key by Cosmopolitan. how do owe rates while i have not yet moved in?</p>
