Not Knowing Who is Best Suited to Assist

I've been calling the contact centre requesting them to assist or forward my query to someone who'd be best suited to assist. However, I was advised to contact other departments and the people from the other departments would refer me to another department.

The problem is that there's a sewage located in our yard and the last time the gentlemen from the municipality were in our area they promised that they'd return to uplift it. Because the way it's located it's not easy to spot (we also didn't know that it was in our yard, till that day when they had to attend to the blockage).

Can someone please revert with the way forward. We want to pave the yard, but due to the sewage not being so "low" we're unable to proceed with same.
