No Service

I have been speaking to the department in Benoni Ekurhuleni Municipality that issues clearance rates certificates. I have never experienced such terrible service I sent an email on the 16th of August to Charmaine Boshoff who then escalated to Oupa G Aphane who up until now even after me asking for feedback he still has not answered me. I want a senior manager to be in contact with me, I want to know why for a subdivided vacant piece of land I need to pay 4 months electricity and water bill for the whole property when there is no account closing and no house on the vacant land. I am very irate that you feel that you can ignore me, are you hoping that by not answering me that I will just go ahead and make payment because I am in need of my matter being resolved. I am sure that you do this to lots of poor people who are desparate. By you not answering it has proven that this so called process is *******. I deserve proper service as I pay my taxes.
