NO PROGRESS ON MY HOUSE PLAN SINCE 2015!

I hired architects to do work on my house plan as I want to renovate, all the procedures were done accordingly and submitted in May 2015 with all required documents. I was promised a maximum of 6 weeks it will take to go through my documents and approval, they kept on loosing my documents that were submitted and asked to re-submitted again and again and to date, I still don't have an approved house plan due to poor administration from the municipality. It is now almost a year later with this not resolved and I am so so levied with these guys. They promise to call for any updates or missing information but they do not stick to their word until you go in person or call them and only then you will get to be given the feedback that is not positive as well. Please help in this regard on what I need to do??? It's not like I don't even pay my rates and taxes, I do pay and on time and I really fail to understand why am I getting such terrible experience!
