No power connected in time frame given by EMM

good day, we are buying a house and the power has disconnected a few months back. the house is not registered in our name yet but there is tenants staying there. went to emm boksburg on 20 aug 2015 and asked enquiries what can be done to get power on, either reconnect or new account. as the house is not registered i can not open an account. they send me up the floor 1 to speak to zanele about the problem, told her accouunt was settled need to get power for the coc and also as there is people staying there. she told me the power will be reconnected within 48 hours as someone has to come out to property. phoned them on 27/08 to find out what is going on as there is still no power, call centre lady said that the reconnection people work from 4-11 at night so they can not hear from them. i want this power sorted out!
