No phone response

Just received a call from them advising me I owe the R 130000.00 for electricity. Funny thing is the landlord bulldozed the house 5 years ago and the electricity meter was attached to the house. How can you read a meter that does not exist. They then sms the outstanding amount to a friend of mines phone. Keep trying to phone them and the phone rings twenty rings the says \ The number you have dialed does not exist """"
