Musipality don't care if you live or die

After seeing that my water meter has been leaking I reported it to the musipality they said it would be sorted out within 24hrs ,after 22hrs no one has come and fixed it I phoned again and they said it will be made a priority it's been 2days now and becoz of the leak I'm using 1kl a day and that's with switching the meter off I usually use between 6 to 8 kl a month they just don't care and I don't know what to do next this is really poor service and should actually be charged as a temperd ****** as a human body can not go with out water for 3days
