municipality not willing to help

I'm a resident in selection park , 4 Hutton avenue in springs .we have been asking the municipality to assist us with cutting grass next to our yard as we live on the outline of the suburb with no success. The sad part is the grass grows so tall that ********* hide on them and bounce on unsuspecting victims. Please help.
