municipal not fixing the electricity problem

There has been load shedding in the era, and upon return of the lights, our electricity at no 1 Janet Street, dawnpark became faulty. We reported the matter to the office of the municipality and have been advised that resolving the problem requires way too much from them. The water from the geyser almost electrocuted me (26/07/2015). Now we have to go without lights until somebody from this office decides the procedure to fix our electricity is not too much for them. We are on prepaid and not municipal supp**** electricity, why is it difficult to resolve this?
