Leaking water meter and no sense of urgency to fix

Amidst the water crisis, drought and campaigns to save water, the municipality themselves have no sense of urgency in fixing the leaking water meter outside my house which has been leaking since 23 November 2015 and I reported it immediately. To date I have to keep calling the call center to follow up on the status and I keep getting the same response that it will be referred to the maintenance department who will refer it to the plumbers. To date this has still not been resolved and the request is still open. How else should I escalate this as the water is starting to cause damage on the paving, who is accountable to repair this and also the water bill that will come with it?
