Leaking meter reported mid November still waiting

I reported a leaking water meter in Clayville on the 17th of November and have not received any assistance till today. Whenever we make follow up calls with the caller centre we are told it has been referred to the relevant department, We even went to the office in Tembisa and was told that there is a new contractor who has a back log and we still waiting as we speak the water is now flooding on the street, Who will be responsible for the payment? Isn't this supposed to be a priority since we are constantly reminded how vital it is to save water? Reference is ***
