Lack of customer service

My elderly parents has been struggling with prepaid meter for months. Finally after numerous emails, calls etc. they sent out a guy with a new meter . This "person" just drops off the meter and leaves. So now they cannot load any electricity as it is not connected correctly and NO one is interested in assisting them. We are being sent around from pillar to post. With no resolution. Is it that difficult to get customer service?
