Interim water readings for 4 months

I have had interim water readings on my statement for the past 4 months, even after several phone calls to the customer service centre. I was told to phone *** & ***, both lines ring a few times and are then engaged. I checked the meter a few weeks ago to see if there was any reason why the meter could not be read, all was ok. I checked again on 23 July and found that the water meter has now been replaced!?!? The reading on 23 July was 28kl.
