Interest late payment

Due SA Post Office payment not reflected in time, Erkuhuleni has given a fine to Mr B de Lange. He made his payment at SA Post Office in due time (08/05/ 2015), but now neither Erkuhuleni, who shows received amount only by 20/05/2015,nor Telkom wants to accept responsibility and repay Mr de Lange R92-34, this being a final notice for non payment.
