Huge water bills and we have no water meter!!

Hi<br> I run a very small business with 4 employees and every month we get ********** water bills. I decided to monitor the situation by taking photos of our reading every month and submitting them to the department concerned. Well where everyone else has the new water meters in our street, we don't have one. Where ours used to be in the ground it is now filled in with compact soil and has grass growing over it! I've sent in a complaint but guess what.....
