High Electricity Bills during load shedding

What is this ******* that people are suffering with high electricity bills when most of the time they are facing load shedding 2 to 3 times a day almost everyday. They pay staff to do meter readings yet no readings have been done so people are forced to pay on estimation made by people who sit in the office.
