Frustrated Citizen

My meter box is not working, i cannot load electricity and i have run out. i am not owing instead i have a credit. I have logged a query with the municipality, its been a week now and nobody came to assist. Whenever i call the call center I'm told someone is coming to look at the box. This is really frustrating as there is a baby in the house. How does one escalate this
