Final Notice charges - why can it not be reversed?

For the past 3 months we have received bills where we were charged for 50 000 kilo litres of water. This is outrageous. We use less than 10 kl per month. EMM sent us \Final Notices"for the past 3 months because we did not pay the full outstanding balances. This is their mistake"
