Fed up! Ekurhuleni is just taking and not assisting!

Our water bill is above R 4000 up to R 8000 for the past 12 months! I have been to the offices numerous times, send emails and phoned alot of different times. I do not get assisted but ekurhuleni expects us to pay that ridiculous amount for water usage in a normal residence with no swimming pool or extra water usage! Our meter has no reading on as well! Please can someone assist.
