EMPD Wrong Vehicle, call centre numbers don't exist!!

I received a traffic fine from EMPD. The vehicle is not mine, and they got the registration wrong. The car in the picture is ZGD *** GP, mine is ZDG *** GP. The number given for enquires on the fine is 0/1/1 9/9/9 7/5/5/7 . This number does not exist, and it is impossible to get an alternate. Even a Google search yields nothing. The notice number is *** Can you please get someone to call me so we can sort this out BEFORE a summons is incorrectly issued to me!?!
