EMMA simply ignores serious lans complaint

For just about 2 years now, after being requested to do so by the EMM contact centre, been emailing a complaint to them regarding our neighbour that has filled up his stand with soil using our outbuildings wall as a retaining wall. So now after years the building is cracking apart, the damp has seriously damaged the walls and ceilings and now health issues have started because of the excessive damp. Still EMM won't even reply to my must be 20 emails by now. Only their land and building department can deal with the issue of a land owner changing the topography of his land but they simply just ignore the issue.
