Electricity meter blocked

I have been struggling for 6 weeks to get my prepaid electricity meter to be unblocked. I have logged several queries on the new website with no response. the account is up to date - I phoned the accounts department and they say the account is not blocked. they gave me this number to unblock the meter - but it just rings *** - no answer. my meter number *** Please can some help me?? I dont understand why it is blocked?
