Electrical fault on els street

I have reported a fault on the 14th of February and till today there hasn't been any action. The electrical engineer VINCENT SOFE promise that the issue would be resolved yesterday at 1800 yet h knew every well that by that time his technicians would have knocked off and are not allowed to work overtime. Now he has taken 1 step further and blocked my number so that i can not call him for answers.
