Ekurhuleni Traffic Fines - Seems Unreal

I have 2 Traffic Fines dated the same day for the same amount of R 400-00 with different reference numbers. Without joking, I phoned a total of 16 times, to numbers provided to me by "Customer Care" but the numbers ring and they put the phone down without answering. I spent 1 1/2 hours trying. All I wish to know is it possible to have 2 traffic fines, same amount, on the same day?
