Ekurhuleni Robbing their customers

Good day, this is my story with ekurhuleni germiston, in today's tough times and not having a job makes things so much worse, I'm unemployed and paid my rates and taxes as far as I could with the money I had. I started falling behind on my payment on my rates and taxes, they came and disconnected my power as it's the right thing to do due to non payment, now that I'm disconnected from their power grid I stll get billed to came and disconnected me again. I have complained about this before and nothing has been done about it the fist time. I have been disconnected again and again I get a notification to disconnect me again and they bill me R304 to disconnect me when im disconnected already, so how many times will the council rob us again to disconnect me when im already disconnected. I have send a email to 12 different people in the ekurhuleni metro and up to date a have not received any response from anyone, I did adres this issue with Wendy Morgan as I did the previous times.
