Ekurhuleni Pre Paid Electricity

Just bought R150 pre-paid electricity... so for R150 you get 33.6 kWh... the sad part is R52 is for service fees... which is a bit of a joke during load shedding... what is my service fees spent on when I sit in darkness for up to 3 hours a day?
