Ekurhuleni does not answer phones

I received a sms from Ekurhuleni Traffic Department that they are about to issue summons for a TrafficFine. I paid the fine already on the 25th February 2015 via FNB's banking application.<br> <br> I phoned the following numbers, but could not speak to anybody: 011 999 ***. These numbers I got from their website. At *** I spoke to someone who was very incoherent and cut the call halfway through.<br> <br> if you want to contact me, please do so by email.
