Ekurhuleni - Deceased Estate Final Account for Transfer

Ekurhuleni Municipality - Deceased Estate, requested a final Rates and Taxes Statement to submit to the Deeds Office, requeste tuned down to to Water Meter "stuck" went to the Offices and requested for new / repair to the Metre, took ages to be finally installed, later realised this issue was in the entire area not just an isolated house, was told to wait 3 months to obtain an average consumption, received a shocking Account which cannot afford to Pay, this Office owes Credit for more than a double charge, after migrating to prepaid, not done as yet !!!
