Ekurhuleni

Need assistance with ekurhuleni metropolitan Elsburg. I park my vehicle on the pavement in front of my complex, as we don't have garage's. I'm not obstructing anything or anyone. Have been fined twice in 58 Rietfontein Road, Primrose. Have my husband with cancer stage 4, to which I'm unemployed, due to having no one to look after him. I only get sassa for him. Other vehicles parked on the pavement don't get fined, is it because they probably are paying bribes? Do the Road rules only apply to some of us. Kindly advise me on a solution.
