Ekhurhuleni account

I had some issues with ekhurhuleni municipality they keep on blocking my meter,they have take my account to attorneys then I manage to do arrangements to pay attorneys every Month but they keep on calling me telling me that I haven't make payment yet.even when I try to send them proof of payment attorneys will tell me that money has to go via Ekhurhuleni municipality,,and at the other hand I also pay ekhurhuleni acc.but all of a sudden my meter is blocked
