Do the bylaws still mean anything?

Arras Road in Delville Germiston has at least 5 houses with rooms built in the back of the yard that are rented out. The bylaws state no more than 4 people may live in your backyard. None of these structures have plans approved. One can complain and nothing is ever done. Your own house loses value and yet EMM will increase their valuations and so increase their income.

The bylaws regarding fireworks are clear and yet fireworks were sold without permit in many shops. Nothing was done.

This municipality needs to start enforcing it's own laws.
