Delay to refund municipal rates and taxes after selling house!

I have been waiting for my refund of my rates & taxes since March 2019! The repeated feedback is that the cheque needs to be signed and this has been the case for nearly three months now. The matter has been escalated to various contacts in the municipality in Germiston where the account was held. Hester Weideman, Meshack Makete, Bongani Dhlamini have all been in copy of email communications and all attempts to call the offices directly have been met with unanswered calls. These delays are unfair on the consumers and R 12k is no small change to any person. The service and treatment has been shocking! I have logged multiple complaints on the E-Siyakhoka to no avail and with no result.
