Complaining about rent n lawyers

Hello Peter I'm writing this with a heavy heart to ekurhuleni municipality can someone explain to us why do we owe so many lawyers which we don't know were they come from or who sign up for them more especially at (p****long section) my family is staying in a dark now coz we owe dis lawyers money dat we cannot afford so dy cut of electricity aren't we suppose to be staying at RDP yet they expect us to be paying 5000 rent as if we at surburb can someone explain something to us please
