City of ekurhuleni electrical department

Hi please help us we didn't have electricity for the whole week last week and yesterday we got message that our call was closed but the electricity was not fixed, so my husband went to their department of which they don't allow him in, then one guy came he asked him if he could help us, he said that he is going to do us a favor it is not his area, even last year we had the same problem no electricity for days it coast us an unpaid day because we have to go there but no luck, we were told by the other guy its not his area but he will do us a favor. All we want to know who is responsible for elsburg extention 1 area? We can't be paying electricity and when we have a problem we get no help only favors. I have kids who are suffering through this process. Who must we contact to get help not favors we are really tired of this.
