Charged Vacant land instead of rates and taxes for almost a year

I have been having issues with my municipality bill, it has vacant land instead of rates and taxes for almost a year now. The recent update I got is that the valuers select their houses and assist the ones they want to assist and I am always skipped. I am told you get assisted by luck. Every time I go the municipality I am told my form together with the necessary attachments is being submitted every month with no luck. Please assist, I get no subsidies and have been charged double what I am suppose to pay, which is frustrating, my municipality bill is a nightmare.
