cant get no help for a while now

Hi there, i have been trying for the past 2 years now to query my metre readings they fluctuate sometimes its 6000 and somethimes 2000 i went to the office next to festival mall i lasked so many times for a meter reader to come and have a look but they never came and also have a problem when it rains, the street water rushes into my home damaging thousands of Rands of Household furniture. i need to know why for the past 2 years my bill was so high and why hasnt anyone come to check the flooding.
