Bunch of sharks

I find it absurd that I get a final notice in my postbox today 28th August when I get home from guessing what I have to pay (which I did on my way home from work) as yet again my water & lights bill has not been delivered. Month after month I wait for my bill which hardly ever gets delivered but low and behold this ******* council can make damn sure the final notice with there so called fine for late payment makes it into your postbox. Late by 3 days, 3 days really, If this council went after the people that DONT PAY at all but then again charge the people they know will pay as it is easier that way. 3 days late and now it's a fine laughable and I wonder if they are allowed to do this. Probably not but this council feels that the honest people SHOULD be taken advantage of anything for a quick buck. I don't have a contract with this council and would like to know how a fine can be sent to me after just 3 days. Would be wonderful to actually get a bill as to what is outstanding rather than a final notice. I hope my next bill gets here as quickly as this so called final notice did. funny how the final notice gets printed and delivered on the same day but I must wait months for a bill.
